The organization is set to appear before the Middletown Township Planning Commission on Wednesday, Dec. 4, to seek a rezoning of its expansive property, paving the way for the construction of over 200 apartments.

Woods School is requesting an overlay zone to replace the current residential zoning, which only permits single-family homes. According to the school’s representatives, this change is necessary to align with modern land use needs. "The current zoning doesn’t make sense for our vision," stated an attorney representing Woods during a November meeting with township supervisors. Simon Kimmelman, Senior Executive Vice President and Chief Operating and Legal Officer for Woods, emphasized that the overlay zone would streamline the approval process for future developments, eliminating the need for zoning variances. However, any future construction would still require land use approvals, and the proposed overlay must also secure approval from the Bucks County Planning Commission.

A Vision for the Future

Woods School is "re-envisioning" its entire 285-acre property, with approximately 90% located in Middletown Township and the remaining 10% in Langhorne Borough. Kimmelman highlighted the need to move beyond the “status quo” in providing vocational day services, medical services, and housing for individuals with disabilities. On-campus living for the disabled, a longstanding feature of the property, is being phased out in favor of more integrated community-based solutions.
