Montgomery County is taking a proactive approach to addressing homelessness by exploring a program that brings behavioral health services directly to those in need. Representatives from the Montgomery County Department of Health and Human Services are working on a comprehensive street medicine program aimed at providing essential care and support to the unhoused community.

The Vision: Street Medicine Program

The proposed program focuses on:

  • Direct Medical Services: Offering on-site medical care to individuals experiencing homelessness.

  • Behavioral Health Support: Addressing mental health and substance abuse issues that are often exacerbated by homelessness.

  • Building Trust Through Outreach: Establishing meaningful connections with the unhoused community to foster long-term engagement and support.

According to the county’s request for proposal (RFP), the initiative aims to create a holistic approach to healthcare and support for one of the county’s most vulnerable populations.

Where the Need is Greatest

Kayleigh Silver, administrator of the Montgomery County Office of Housing and Community Development, highlighted areas where homelessness is most evident. Concentrations of unhoused individuals have been observed in:

  • Abington

  • Cheltenham

  • Elkins Park

  • Lansdale

  • Norristown

  • Pottstown

These communities are among those likely to benefit most from the proposed outreach and services.

Funding and Project Timeline

The program is designed as an 18-month pilot project, with funding pending approval from the Centers for Disease Control and Prevention (CDC). If approved, the initiative will utilize federal funding to bring much-needed resources to the county’s homeless population.
